WAL-MART PLANS TO EXPAND STORE INTO SUPERCENTER.(BUSINESS)

QUEENSBURY -- Wal-Mart officials have confirmed the company's plans to convert a Route 9 general merchandise store here into a supercenter also offering a full selection of grocery items.

The project will add about 80,000 square feet to the existing 124,000-square- foot store by expanding into the adjacent property formerly used by Ames Department Stores Inc. Wal-Mart bought the lease to the property earlier this year in the Ames bankruptcy case, but the Bentonville, Ark.-based company would not immediately discuss its plans.

Can a company that bases its business model on 3-D printing live long and prosper?

Three-dimensional printing is a rapid prototyping process that builds objects by depositing a material such as thermoset resin in layers one on the other. Desktop 3-D printers are now relatively inexpensive. They can cost $50,000 or less, and some small companies are relying on them for specialized custom manufacturing.

Like other rapid prototyping processes, 3-D printing faces impediments to widespread business adoption: Part accuracy isn't perfect, the software that drives the process still needs improvement, and printed parts must undergo some form of post processing, said Ed Grenda, president of the consulting company Castle Island Co. of Arlington, Mass. He also maintains the Web site Worldwide Guide to Rapid Prototyping and founded Cambridge Technology Inc., a maker of optical scanning instrumentation that is now a division of Excel Laser.

Despite the drawbacks, some small entrepreneurial companies have based business plans on 3-D printing for the consumer market, he added.

"There's a middle ground where you'll find this stuff will be more and more used, and that's by professionals who mediate between the final consumer and the technology," Grenda said. "It's a pain to understand engineering-related stuff like tolerances. I'm the engineer and I don't want to design anything other than what I specialize in."

Whether these companies fly or flag remains to be seen. According to Terry Wohlers, an industry consultant, these early companies still need to hammer out how they'll grow, beyond simply investing in more 3-D printers, and find a way to streamline back-end processes to make them cost-effective.

But those who follow the industry are watching them closely because these early businesses are laying the groundwork for other companies looking to adopt 3-D printing.

For now, what these companies show is that 3-D printing has a place as a cornerstone in a particular kind of new business model. The Internet has leveled the playing field for these companies and allowed them to move beyond the traditional role 3-D printing has to play in customized medical implants and for part manufacture, Wohlers said.

He runs the consulting firm Wohlers Associates in Fort Collins, Colo., which follows developments in product design, prototyping, and manufacturing. He also coordinates an annual international conference devoted to the latest developments in rapid prototyping, which is also called additive fabrication. The most recent conference, held in December in Frankfurt, Germany, looked at these new types of manufacturing organizations. It studied their structures, the types of products they offer, and how the companies manufacture and distribute products.

OUT OF THE COMPUTER

Prime examples are FigurePrints of Redmond, Wash., and Fabjectory of Virginia Beach, Va. They both produce figurines based on online video games. FigurePrints makes small, 3-D models of characters from the World of Warcraft, and Fabjectory does the corresponding service for players in the Second Life virtual world.

Fabjectory creates 3-D models of a client's avatar using Screenshots taken in Second Life. The founder of the two-year-old company, Michael Buckabee, imports the shot into design software, then prints the figures on a color 3-D printer from Z Corp. of Burlington, Mass.

Buckabee has said his business is targeted to the everyday consumer. Skilled engineers and designers could certainly design their own avatars and send them to be created at a rapid-prototyping and injection-molding fabricator such as Quickparts of Atlanta.

Ed Fries, who founded FigurePrints, is a former vice president of gaming at Microsoft and a present-day World of Warcraft devotee. His company, launched in December 2007, creates five-inch-tall 3-D figures of World of Warcraft players' characters. Within 12 hours after going five, the company received more than 4,000 requests for models, Fries said.

Since launch, the company has fielded more than 100,000 requests and now fulfills orders on a lottery basis. Potential customers sign up for the lottery via e-mail and FigurePrints holds a monthly drawing to determine which orders to fulfill, Wohlers said.

A handful of FigurePrints employees print the 3-D models on about four Z Corp. color printers. A model, which sells for $129.95, plus shipping, takes 10 hours to produce. The company won't say how many are produced each month.

Z Corp. quotes a price of approximately $50,000 each for the machines.

FigurePrints could very well serve as a bellwether for the growth of small consumer companies centered on 3-D printing. Fries' company is intriguing and so far quite successful. But could it feasibly fulfill every order with no need for a lottery? Wohlers will be watching growth with interest.

To grow, Fries might bring in a full fleet of 3-D printers and hire a large staff to field requests and print models. But simply increasing build speed by adding more printers wouldn't ensure business growth. There are back-end considerations as well, Wohlers said.

"FigurePrints would need to receive these jobs from World of Warcraft users, and then be able to automate that process so a human doesn't have to review each one and make sure the model can be built," Wohlers said.

Also, in creating realistic avatars, FigurePrints must overcome one significant barrier to entry for the consumer-oriented, 3-D printing-based businesses: post processing, Grenda said. Today's 3-D printing objects don't look perfect - like the piece the consumer envisions - right out of the machine.

"You need to perform some kind of significant secondary operations to it to improve the finish and add strength," Grenda said. "The materials are porous and you'll have to do something to improve the finish. And most of these secondary operations are messy."

And they must be done cost-effectively if a company is going to grow its bottom line.

Traditionally, printed models have been dipped in an epoxy resin, Wohlers said. FigurePrints uses an automated system from xlaForm that allows parts to be infused in bulk in a heating machine. This method cuts processing time and labor costs, but is still time-consuming and allows processing only in batches.

Still, a few complaints about FigurePrints' finish quality have been logged in the blogosphere. At least two early customers complained that their avatars looked dusty and said colors weren't bold and bright, as promised. But those early complaints haven't been echoed of late.

Wohlers will be watching FigurePrints to gauge growth potential for a small business driving a new rapid prototyping business model.

"Rapid prototyping has traditionally been low-volume, high-margin business, and FigurePrints is the inverse of that," Wohlers said. "Maybe it's even no margin. We don't know yet."

ONE-OF-A-KIND DESIGN

Wohlers is also watching Shapeways of Eindhoven in the Netherlands, which has married 3-D printing with the crowdsourcing model now being blazed on the Internet. That model asks Internet users to design or create products and then rank the results.

At Shapeways, which is actually a business incubator sponsored by Koninklijke Philips Electronics N.V., consumers upload their own 3-D models, which are then printed and shipped. Users can also purchase models.

Shapeways maintains several rapid prototyping machines, including a laser sintering machine from Electro Optical Systems of Munich, Germany; a fused deposition machine from Stratasys of Minneapolis, and a 3-D desktop printer from Dimension 3D of Eden Prairie, Minn.

"The objects are scored like you'd score something on Amazon," Wohlers said. "So people can get a feel for what others think about their designs."

Many designers create their models using the Sketchup or Rhino modeling programs, and Shapeways offers its own Shapeways Creator program.

It's too early to tell whether Shapeways will succeed and be spun off from Philips, Wohlers said.

"But the concept itself- - the idea that anyone can create a design and be able to receive it - will probably be successful," he said.

The company will have to demonstrate it can expand beyond a service bureau that prints consumer design into a profitable seller of user-created designs on the site. That may be a challenge, as many designs submitted to Shapeways likely won't be of top quality and would sell poorly, Wohlers said.

"Amateurish won't sell," he cautioned.

Lionel Dean agrees. He intended his FutureFactories project as a one-year design residency at the University of Huddersfield in Huddersfield, England. Now, he has spun off the project into a business devoted to one-off designs created via rapid-prototyping methods. A business of his type can be successful if for no other reason than low overhead, Dean said.

EVOLVING DESIGNS

As chief designer at FutureFactories, Dean creates oneof-a-kind consumer objects made via rapid prototyping methods such as metal sintering. Designs evolve over time, so each object, such as a piece of jewelry or a headdress, is different. The aim is to combine the charm of craft production with the technical development and resolution of mass-market consumer products, Dean said.

"It's cheap to do this stuff," he said. "It costs the same to produce two different variants as two identical ones: The economies-of-scale rationale of serial production does not apply."

Rapid prototyping technologies require no tooling investment. There are no molds or dies to produce, Dean said.

In the coming years, as rapid-prototyping methods evolve and materials come down in price, FutureFactories will be able to match the materials and finishes to those achieved from conventional manufacture, Dean predicted.

"The costs and performance of rapid prototyping processes is certain to come down as manufacturers turn their attention from prototyping to production," Dean said. "The range of materials is likely to increase and multiple materials within the same build will become more prevalent."

For his part, Grenda has his doubts about the future affordability of the polymers, powers, and metal materials used in rapid prototyping processes.

"These days more and more materials are proprietary," he said. "The industry is very much husbanding the materials because a large fraction of the profit, I'd guess about 40 percent, comes from the material used."

FOOLIN GAR0UND

Instead, it's the introduction of affordable 3-D printers that may see more companies like FigurePrints and Shapeways as well as individual entrepreneurs make their way to the marketplace, Grenda said. For more than two years, Desktop Factory of Pasadena, Calif, an Idealab incubator, has continually pushed back its plans to introduce a $5,000 desktop 3-D printer. That printer is now scheduled to come to market early this year.

"People want to do these types of businesses, but they can't really fool around with them," Grenda said. "For 5,000 bucks, you can afford to fool around and it won't be rapacious on materials or business costs."

And it's the business costs, bottom line, and plans for overall growth that these new companies need to work on, as they lead the way for later businesses based on 3-D printing to enter the market.

Andrew Breitbart to the rescue

New media phenomenon Andrew Breitbart likes to call his sites BigThis or Big That Big Journalism being the most famous, along withBig Hollywood and Big Government.

He should have titled his latest book Big Truths, for that iswhat he ladles out with gusto. Breitbart homes in on absolute truthslargely absent in popular culture.

Or he could have named the book Big Lies, for the falsehoods thatmany in the mainstream media have been telling us for years thattheyre objective and nonpartisan, for example. Breitbart relishescalling those out.

In the end, the book was titled Righteous Indignation: Excuse MeWhile I Save the World (Grand Publishing; $27.99), fitting for awork not shy about the writers anger at how Americas narrative isbeing told.

Those of us who like how Breitbart uses new media to taunt thecultural behemoths that have tried to police our thoughts for yearswill discover a call to action in 258 readable pages.

Notice I didnt say packed pages. Righteous Indignation doesmeander a bit. Did we need to read about Breitbarts alcohol- andgambling-fueled years at Tulane? Im not sure.

But such occasional rambling doesnt make the book drag. It is,after all, if not a beach book, at least a book that came out insummer.

And Righteous Indignation does zero in on its targets early onand stays on them throughout. The main three are the mainstreammedia, academia and Hollywood (the Three Horsemen of the LeftsApocalypse), which he cudgels mercilessly. Breitbart understandsthat all three are intertwined, forming a cultural beehive he callsThe Complex.

America is in the middle of a media war, he states on Page 3. Andhe doesnt let up thereafter: Schools. Newspapers. Network news. Art.Music. Film. Television. For decades the left understood theimportance of education, art and messaging.

Breitbart is right, of course, and his Big sites are designed tochange this state of affairs. Hes made it his lifes mission to showthat at least one conservative gets it.

He rightly intuited, as we did at the Heritage Foundation, thatthe Internet provides us with the right tools to start regaining themessage. This is partly because the Internet, which allowsconservatives to bypass the lefts chokehold on the newsroom, mocksthe very idea of gatekeepers. But its also because of the Internetsnature.

The Internet, after all, is the antithesis of the centralplanning that has become the hallmark of the Obama era. It isindividualistic, moved by the invisible hand of millions of separatedecisions.

It speaks to the very essence of what unfettered free markets areabout. Thats why old-time liberals, especially those who oncetrusted the newsroom to be the command center of the Complex, whineso much about it.

But how was the left able to take over the Complex? It is herethat the book is at its best. In a must-read chapter calledBreakthrough, Breitbart maintains that it was a methodical invasion,naked to the untrained eye perhaps, but purposeful nonetheless.

He traces the origins to the enthrallment of Europeanintellectuals with Marxism at the turn of the last century, and howthey realized, as Hungarian Marxist Gyorgy Lukacs put it, that aworldwide overturning of values cannot take place without theannihilation of the old values and the creation of the new ones bythe revolutionaries.

These ideas, Breitbart points out, migrated to America in theaddled brains of disgruntled European academics who fled fascism.But rather than be grateful to their saviors, they tried to do thesame thing here: destroy America so they could put their blueprintinto action.

All pillars had to be taken down, as one of the most famousthinkers in this so-called Frankfurt School, Herbert Marcuse, wrote:One can rightfully speak of a cultural revolution, since the protestis directed toward the whole cultural establishment, including themorality of existing society.

These people had an outsized influence on Americans such as SaulAlinsky and Bill Ayers (to randomly pick two names) and countlessacademics and journalists.

Their thinking begat the questioning and spurning of all Americanvalues, whether religious, patriotic or economic, which we see dailyon our TVs, on the front pages of many of our newspapers, and in ouruniversity classrooms.

Over the top? Read it and see for yourself. Its a frighteningpicture. Good thing Breitbarts around to serve as the new media copon the beat, fighting to free us from this future.

Joanna Yeates disappeared one month ago today. But what of thesimilar cases at the time that the public never heard about?

When Joanna Yeates disappeared from her Bristol home on 17December, her parents suffered the anguish of not knowing what hadhappened to her, but fearing the worst. This explains why theydescribed the news of the discovery of Ms Yeates's body eight dayslater as "a relief".

For the families of Nathan Tomlinson, Ciara Richards and NatalieBailey, there is no such "relief". All three went missing on oraround the date that Ms Yeates disappeared, exactly one month agotoday. But, unlike Ms Yeates, their cases have attracted little orno publicity, and what has happened to them is still unknown.

Mr Tomlinson, 21, was last seen in the Mitre Bar, Manchester, ataround 10.15pm on 17 December - the same night Ms Yeates wentmissing. He was later filmed on CCTV walking towards Salford but hasnot been seen since. Ciara Richards is 14 and has run away from homefive times before. She has not been seen since 11 December afterleaving her home in Hounslow, Middlesex.

Natalie Bailey, a 34-year-old paranoid schizophrenic fromJamaica, has been missing from Dartford in Kent since 13 December.She escaped from the care of a nurse while on day release from amental health unit. The question of why the majority of missingpersons cases fail to merit mention but that of Ms Yeates dominatedthe news became particularly pertinent earlier this month whencelebrities used their Twitter accounts to highlight the case ofSerena Beakhurst, a 14-year-old girl who had been missing since 15December but attracted no media attention. Miss Beakhurst was laterfound.

While cynics suggest that Ms Yeates's case has attractedpublicity because she was a middle-class, photogenic young womanfrom a wealthy area of Bristol, there are several other reasons hercase has received widespread coverage. Firstly, it is now a murderenquiry. But, even before her body was found on Christmas Day, MsYeates had been missing for eight days - which was widely reported.

The police don't always alert the media to missing people.Detectives categorise missing people into three categories - low,medium and high risk, and only those in the high-risk category aregenerally selected for publicity.

The Yeates case was immediately categorised as high risk becausethe police believed that Ms Yeates had come to harm because she hadtold nobody of having any plans that evening and had left her mobilephone and personal belongings at home. Assistant Chief ConstablePhilip Thompson, the spokesman on missing persons for theAssociation of Chief Police Officers, said: "We ask ourselves whatthe specific risks are around each individual. In the Joanna Yeatescase, an investigator identified at a very early stage that it wasan unusual disappearance. She was missing for the first time. Thatwas a high-risk case.

"Someone would also be high risk if they had mental health issuesor if they had a medical problem, or if they were particularly youngor if they disappeared in an emotional state. Similarly, we look atother issues - has the person gone missing before? Where were theyfound? And sometimes people are reported missing when they aretechnically not missing.

He continued: "If someone is staying in local authority care, forexample, and they fail to return on time, the person responsible fortheir care has a duty to report them missing. We often have callsduring which someone will say 'I know exactly where he is, but Ihave to report him missing.' That is obviously not going to be ahigh-risk case.

"That said, we have to take every call seriously. But we alsoneed a ranking scale. We cannot treat everything as high riskbecause we would paralyse ourselves. Similarly, if everything waslow risk we would be neglecting our responsibility."

Approximately 200,000 people are reported missing every year inthe UK. In the Metropolitan Police district 40,525 people werereported missing last year alone.

In Ciara's case, this is the sixth time she has gone missingsince last year. The last time she was not seen for eight weeksbefore returning. Her mother Kerry Richards said: "I can't describehow I feel. It is like I have been ripped apart. The police are solimited in what they can do because kids nowadays have so manyrights. Some people know where Ciara is, but they don't have to tellme."

Mr Tomlinson's brother, Paul, 26, said: "This is so out ofcharacter. Obviously we are worried and we have heard absolutelynothing. If he was somewhere now we would get a phone call, so wehave got to think something has happened."

Natalie Bailey has no family in the UK, which is hindering thesearch for her. Sergeant Joseph McDonald explained: "We have triedto contact the press quite a lot: local press, internet appeals, andwe have distributed her poster to women's refugee centres, inhospitals and in council buildings. There has not been one recordedsighting."

However, very few cases are publicised by the police, let aloneappear in the pages of national newspapers or on television, andthis lack of coverage is difficult for family members. MartinHoughton-Brown, chief executive of Missing People, said: "It isreally challenging to provide coverage for every family of a missingperson.

"Even if we wanted to, we cannot control what the media writes,which is why social media is becoming so important for us. We try toemphasise to families how they can harness the power of websiteslike Facebook and Twitter to search for their loved ones. But I knowmany families get frustrated by the lack of publicity and they askus why there isn't more."

Sometimes it is an operational decision by police to keep themedia appeals small, as Mr Thompson explained: "If we take an appealnational, with the best will in the world someone in Aberdeen willswear blind that they have seen someone who went missing in London -and we know from experience that it is unlikely, because most peoplewho go missing tend to be found in that same area."

Some families simply do not want media coverage. Joe Apps, themanager of the National Policing Improvement Authority's MissingPersons Bureau, explained: "There are a number of families who thinkit is a private event or that the person will turn up. They mightalso worry about the potential embarrassment it brings for thefamily.

"People don't generally go missing for nothing. There is always areason behind it. It depends how much they [families] want whathappens in their family life to be pried into by the police and themedia."

MISSING: THREE CASES THAT FAILED TO ATTRACT PUBLICITY

The 14-year-old schoolgirl has been missing from Hounslow,Middlesex since 11 December. It is the sixth time since July thatshe has gone missing - the last time she was not found for eightweeks. Three days later she had disappeared again, and is stillgone. Her mother, Kerry Richards, 33, said: "We are all baffled byit. Ciara is extremely intelligent, doing brilliantly at school andhas lots of friends. When she came home last time, I was justrelieved that she was still alive."

Sergeant Joseph McDonald, from Lewisham police,said: "She has no family in this country we can get hold of, she isoriginally from Jamaica. We are very worried about her safety."

Some 401(k) providers offering individual advice for workers; Survey shows that most employees think they need the assistance

Help is on the way for workers who find it difficult to managetheir 401(k) retirement accounts.

Many employees already have free access to Internet-basedcalculators, which allow them to set savings goals, evaluate theirrisk tolerance and choose investments. But some are befuddled when itcomes to selecting specific funds or rebalancing their accounts.

A recent study by the human resources consulting firm HewittAssociates found that nearly 45 percent of workers feel they don'thave enough information to make the right investment choices, andmore than half want help in making investment decisions.

Such findings have spurred 401(k) providers to begin offeringindividual advice for workers and, in some cases, actually takingover management of workers' retirement accounts for an annual fee.

"Companies are shifting focus from offering more choice (ininvestment options) to offering more help," said Jeff Maggioncalda,president and chief executive officer of Financial Engines in PaloAlto, Calif.

The reason, he said, is that "most employees are saying, 'I don'thave the time or the expertise to do this myself.' ''

Financial Engines, best known for its online calculators, recentlyrolled out a Personal Asset Manager. Pilot runs at Motorola Inc., thetelecommunications company, and retailer J.C. Penney Co. found thatup to 18 percent of workers wanted "do-it-for-me" managed accounts,Maggioncalda said.

The new offerings are proliferating in part because of a 2002Labor Department ruling permitting companies to offer advice servicesas long as an independent firm is hired to give it. They also got aboost from the 2000-2002 market downturn, which cost unsophisticatedinvestors millions.

David Wray, president of the Profit Sharing/401(k) Council ofAmerica, a trade group based in Chicago, said that more than half ofall retirement plans have advice components, via the Internet or callcenters or in person advisers. About 11 percent were offering managedaccounts in 2002, "and this is growing very rapidly," Wray said.

Already, 401(k) providers like Fidelity Investments, AIG, MerrillLynch and Wachovia Retirement Services are offering employees accountmanagement for a fee, generally in a range of 0.3 percent to 1percent of assets per year.

Charles Schwab Retirement Plan Services last fall began offeringfree advice to participants in plans it manages.

Schwab uses GuidedChoice, an independent investment adviceservice, that workers can access on the Web at http://scs.schwab.com, through a call center or at an in-person meeting withan adviser, said Walt Bettinger, president of Charles SchwabCorporate Services. After selecting a portfolio, they also can signup for automatic rebalancing every year.

"We're seeing participants increasing their savings rates, andthey're shifting their asset allocations to something more in linewith long-term, diversified investing strategy," Bettinger said.

Not everyone is thrilled with the trend.

John Blossom, president of the Alliance Benefit Group, a firm inPeoria, Ill., that provides record keeping and investment services toretirement plans, believes the emphasis should be on better-designedplans that are easy for employees to navigate.

"What's happening now is companies looking for one-on-one advicefor poorly constructed plans," he said.

Blossom recommends that every plan include risk-based assetallocation models - ranging from aggressive portfolios investedheavily in stock funds to conservative portfolios with mostly bondfunds - that employees can adopt as is or personalize.

But others argue that employees who don't have the skills tomanage their retirement money deserve alternatives.

Timothy A. Chapman, chief executive officer of PMFM Inc. ofBogart, Ga., said that his firm started in the mid-1990s providingmanagement advice to Delta Air Lines pilots.

Chapman said an increasing number of workers are signing up formanaged accounts "because they're willing to pay to get results theyknow will be better than they can get on their own."

A privacy group says consumer alarm bells should be ringing over the successor to barcodes
- electronic tagging of goods known as RFID.

Australian Privacy Foundation policy coordinator NIGAL WATERS says RFID is not yet
in Australian stores but it's widely used overseas.

He says it could pose a huge threat to the privacy of consumers.

RFID, or Radio Frequency Identification, takes the form of an almost invisible microchip
that can be embedded in goods and can carry many times more information than barcodes.

Mr WATERS says the concern is that RFID gives manufacturers and retailers the potential
to track both goods and the purchaser long after they leave a store.

He says RFID should have a default kill switch that's activated at the point of purchase.

The Communications, Electrical and Plumbing Union says around 60 workers at the RSLCOM Mobile call centre were told to use so-called personal time to go to the toilet.

One call centre employee describes the experience as humiliating and degrading.

RSL COM managing director KEIR PREEDY says employees are always treated with respect,and the company's break policy has been misinterpreted.

He says management intends to clarify the policy with all call centre workers.

Union organiser ALICE SALOMON has threatened an industrial campaign if there's no changein the situation.

CANBERRA, April 6 AAP - The United States has assured the federal government that Australiancompanies can compete for sub-contracting work in Iraq, Trade Minister Mark Vaile saidtoday.

Mr Vaile said rehabilitation projects would initially be contracted to American firms.

But up to half the funding through the US Agency for International Development (USAID)will be spent on sub-contractors, including those from other countries.

Austrade was already exchanging information with American companies with USAID contractsand with Australian companies interested in sub-contracting.

Mr Vaile said Australia could make a significant contribution to humanitarian reliefand reconstruction.

MELBOURNE, Aug 26 AAP - An advertising campaign using strong language and targetingyoung people who carry weapons was today launched by the Victorian government.

The advertisements, part of a $550,000 campaign, also warn young people that if theyare caught carrying a weapon they face a fine of up to $12,000 or 12 months' jail.

Police Minister Andre Haermeyer said a dangerous and unacceptable trend was developingof young people carrying knives and weapons.

Two groups were mainly involved - school children aged 12 and older who carried themin their school bags because they thought it offered protection, and young men aged 18to 24 who believed it was cool and tough and offered self defence.

Victorian surgeons backed the campaign, warning that even the shortest knife couldinflict fatal injuries.

The Alfred Hospital had reported an 80 per cent jump in minor knife injuries and a110 per cent increase in major knife injuries in the past year, the Victorian Trauma Committeeof the Royal Australasian College of Surgeons said.

The government said the advertisements targeting young men used the terms "wanker"

and "dickhead" because research showed emotional messages were more effective than rationalmessages about weapons.

"The headline language is the voice of a young male's peers, therefore it is essentialit is consistent with the vernacular of Melbourne's young people," it says in a release.

As part of the crackdown, 420 new handheld metal detectors will be used by Victorianpolice from today to help search for illegal weapons.

It also coincides with legislation due to come before the spring session of parliamentto broaden the powers of police to conduct searches for weapons.

Under the proposed laws, police will only need a "reasonable suspicion" a person iscarrying a prohibited weapon to conduct a search, whereas they currently need a "reasonablebelief".

Melbourne social worker Les Twentyman said the normally safe haven of schools werebecoming war grounds as a result of children carrying knives.

"We don't want to become a nation of Crocodile Dundees, let's go back to a traditionalway of life," he told reporters.

CANBERRA, April 18 AAP - The federal government has promised to try to end wild swingsin petrol prices, particularly around holidays and weekends.

Industry Minister Ian Macfarlane said he wanted to give motorists a fair go at thepump but the Labor Party questioned the government's commitment to act on petrol prices.

This week Mr Macfarlane met oil company representatives to discuss how to iron outprice peaks and troughs while protecting small retailers.

He said the meeting agreed to a review of the industry, to give the Australian Consumerand Competition Commission (ACCC) more power over the fuel sector and to dump laws overservice station sites.

"The aim of the exercise is to ensure that there is a fair pricing regime right throughthe chain, particularly at the retail sector," Mr Macfarlane said.

"Hopefully what that means for the consumer is some evening out of some of the spikesthat we've seen in pricing arrangements."

Mr Macfarlane said he wanted to see the introduction of terminal gate pricing, removingthe system of discounting which gave motorists fuel subsidies on some days but not others,such as public holidays.

But opposition assistant treasury spokesman Mark Latham and industry spokesman CraigEmerson said the government had sat on its hands for six years while Treasurer Peter Costellohad raised concerns during the last election campaign about the ACCC getting extra powersover petrol.

"Mr Macfarlane should now stop making vague generalisations and explain precisely whathe intends to do - and when," they said in a statement.

"(The government) must achieve greater industry competition, an end to price exploitationon weekends and public holidays, and lasting gains for motorists."

BRISBANE, April 26 AAP - Compulsory Third Party (CTP) insurance premiums on cars and
station wagons would fall by $26 to $260 from July 1, Treasurer David Hamill said today.

Mr Hamill said the reduction in premiums on Class 1 vehicles was due to slower growth
in claims size, savings in insurer expenses allowances and better investment returns following
the government's reform of the CTP since April last year.

A report by the Motor Accident Insurance Commission showed that only 62 per cent of
money raised by CTP premiums was actually going to road accident victims in compensation
and the rest was being taken up in lawyers' fees and swelling the coffers of insurance
companies, Mr Hamill said.

The CTP insurance premiums announced today would take effect from July 1 to September
30 and further savings were expected from October 1, he said.

CANBERRA, April 23 AAP - Import prices took their biggest quarterly fall in almost three
years in the opening months of 1999 as the Australian dollar regained some strength, new
figures today found.

The Australian Bureau of Statistics (ABS) import price index fell by 2.1 per cent in the
March quarter, on the back of a one per cent fall in the December quarter.

The March quarter result is the biggest quarterly drop since the June quarter of 1996.

"The appreciation of the Australian dollar against most other currencies, along with lower
prices for petroleum products, contributed to the fall in the index in the March quarter," the
bureau said.

The result points to low inflation outcome, reducing the pressure on interest rates.

The ABS said prices fell in all categories, with the biggest slump an 11.4 per cent fall in
mineral fuels prices followed by commodities and transactions (down 3.9 per cent), chemical
products (down 3.6 per cent) and animal and vegetable oils (down 3.3 per cent).

However, the index was 2.1 per cent higher than a year earlier.

The results follow figures released yesterday which found that export prices also plunged
in the first quarter of this year, due to the stronger Aussie dollar combined with world
market conditions.

The export price index plunged 3.9 per cent in the March quarter, to be 6.3 per cent down
from a year earlier.

The result marked the second consecutive quarterly fall in the index, after the index
dropped five per cent in the December quarter.

Today, the bureau also said its index for manufacturing input prices fell by 1.5 per cent
in the quarter, bringing it 1.9 per cent lower than a year ago.

Price falls for crude oil and copper were the main reasons for the fall in the index, which
measures prices for materials used in the manufacturing industries.

The overall decrease was partly offset by increased prices for livestock, with pig, cattle
and sheep prices increasing mainly due to a shortage of supply, the bureau said.

In other surveys, the ABS found prices of materials used in coal mining fell for open cut

SYDNEY, Jan 15 AAP - A national approach to arrest the alarming number of drownings on
Australian beaches would be underway in a matter of days, federal Sports Minister Jackie Kelly
said today.

All state sports ministers had agreed to attend a water safety conference as a matter of

Victorians who have to work on Christmas Day this year will miss out on public holiday rates.

The ACTU says Victoria is the only state not to have gazetted Christmas Day as a public
holiday and is calling Premier TED BAILLIEU the grinch who stole Christmas.

ACTU president GED KEARNEY is calling for a uniform approach in all states and territories
to gazette Christmas Day as a public holiday, even when it falls on weekends, as it has
the last two years.

But the government says the Public Holidays Act 1993 means that when the 25 December
falls on a weekend, a substitute but not an additional public holiday is appointed.

GUANGZHOU, Jul 28, 2011 (SinoCast Daily Business Beat via COMTEX) -- Two years ago, the merger of Yoee.com into Et-china.com International Holdings Ltd. shocked the whole online tourism market. However, in the past two years, the buyer was trapped in lawsuits, and Yoee.com, which has been operating for nearly ten years, was shut down on July 20, 2011.

Reporters find out that Yoee.com will not be simply shut down. By far, GZL International Travel Service Ltd. has sued Et-china.com, claiming for debts defaulted by the defendant. The debts were formed because of the jobbery of former CEO from Et-china.com. Yesterday, Yoee.com delivered dismissal wages to the first group of dismissed employees.

A person in the know reveals that Et-china.com planned to sell Yoee.com in May 2011. The intended buyer was Hainan Airlines Group (HNA). However, because of lawsuits involved by Et-china.com, the deal was put aside.

Yesterday, reporters telephoned the service hotline of Yoee.com and were told by operators that the Web site has suspended service like booking of air tickets and hotel rooms and car rental. Reporters further find out that the management team of Yoee.com has left their posts on the whole.

Yoee.com was founded in 2003 with investment from Beijing Foreign Enterprise Service Group Co., Ltd., a joint venture between Air China Limited (SHSE: 601111 and SEHK: 0753) and Foreign Enterprise Service Corporation (FESCO).

In March 2009, Et-china.com paid CNY 5 million in cash and 1.56 million shares for the acquisition of Yoee.com. Et-china.com unveils that the gross profits of Yoee.com have recorded CNY 8.7 million by the end of 2007.

Both Et-china.com and Yoee.com ranked ahead once in the domestic online tourism market. After their merger, their gross operating revenues totaled CNY 1.75 billion in 2008. It seems that they are challenging the leading status of Ctrip.com International Ltd. (Nasdaq: CTRP).

A person close to GZL tells reporters that Yoee.com has been responsible for operating the air ticket booking service of GZL. Yoee.com appropriated large amount of capitals from GZL under the management of former Et-china.com CEO. That is why GZL takes legal actions and sues Yoee.com to court.

Et-china.com is currently the controlling shareholder of GZL and diverges with the second largest shareholder Guangzhou Lingnan International Enterprise Group Co., Ltd. over the equity sale of GZL.

In 2006, Et-china.com boosted its stake in GZL to 52.39%. In June 2009, Kuoni Travel Group bought a 32% stake in Et-china.com and indirectly took helm of GZL.

In September 2010, Guangzhou Lingnan sued Et-china.com to a local court, accusing the defendant for violating bilateral agreement and changing the equity structure of GZL.

After being involved in lawsuits, the stock of Et-china.com suspended trading on the London Stock Exchange (LSE). Later, the company was de-listed from the capital market.

Demand for lower-cost mobile broadband services will shape telecom competition in Argentina over the next five years, as operators look for new ways to retain customers in a market that has reached the saturation point in terms of subscriber counts, according to a new report from Pyramid Research.

In Pyramid's latest report, entitled, "Argentina: Affordable Mobile Broadband Is a Huge Operator Opportunity" offers a precise profile of the country's telecommunications, media and technology sectors based on proprietary data from Pyramid's research in the market. It provides detailed competitive analysis of both the fixed and mobile sectors, tracks the market shares of technologies and services and monitors the introduction and spread of new technologies.
"The increasing availability of smartphones and the growing demand for wireless broadband and data services will drive a sustained expansion of the mobile phone sector over the next five years," said Eulalia Marin-Sorribes, Research Analyst at Pyramid. "Customer retention programs, a well-focused strategy aimed at moving subscriptions from prepaid to postpaid, and the introduction of new services and applications that can be sold to existing subscribers will be the focus for Argentine operators during the 2011-2015 period."

"Affordable mobile broadband Internet access packages represent a great opportunity, as neighboring Brazilian operators can attest," said Marin-Sorribes. "No-commitment trial periods and affordable modems will be key to mobile Internet service uptake, so subsidizing or working out an agreement with a vendor will be beneficial in the long run," she notes.
