BRISBANE, Feb 20 AAP - The Queensland government must invest in more infrastructure
and skills training for the resources industry so it can make a larger contribution to
future budgets, the Queensland Resources Council (QRC) says.

An updated Queensland budget revealed on Friday a $1.6 billion deficit, which was a
significant drop to the $54 million dollar surplus anticipated at December's major economic
statement and the $809 million dollar surplus at the June budget.

GUANGZHOU, Jul 28, 2011 (SinoCast Daily Business Beat via COMTEX) -- Two years ago, the merger of Yoee.com into Et-china.com International Holdings Ltd. shocked the whole online tourism market. However, in the past two years, the buyer was trapped in lawsuits, and Yoee.com, which has been operating for nearly ten years, was shut down on July 20, 2011.

Reporters find out that Yoee.com will not be simply shut down. By far, GZL International Travel Service Ltd. has sued Et-china.com, claiming for debts defaulted by the defendant. The debts were formed because of the jobbery of former CEO from Et-china.com. Yesterday, Yoee.com delivered dismissal wages to the first group of dismissed employees.

A person in the know reveals that Et-china.com planned to sell Yoee.com in May 2011. The intended buyer was Hainan Airlines Group (HNA). However, because of lawsuits involved by Et-china.com, the deal was put aside.

Yesterday, reporters telephoned the service hotline of Yoee.com and were told by operators that the Web site has suspended service like booking of air tickets and hotel rooms and car rental. Reporters further find out that the management team of Yoee.com has left their posts on the whole.

Yoee.com was founded in 2003 with investment from Beijing Foreign Enterprise Service Group Co., Ltd., a joint venture between Air China Limited (SHSE: 601111 and SEHK: 0753) and Foreign Enterprise Service Corporation (FESCO).

In March 2009, Et-china.com paid CNY 5 million in cash and 1.56 million shares for the acquisition of Yoee.com. Et-china.com unveils that the gross profits of Yoee.com have recorded CNY 8.7 million by the end of 2007.

Both Et-china.com and Yoee.com ranked ahead once in the domestic online tourism market. After their merger, their gross operating revenues totaled CNY 1.75 billion in 2008. It seems that they are challenging the leading status of Ctrip.com International Ltd. (Nasdaq: CTRP).

A person close to GZL tells reporters that Yoee.com has been responsible for operating the air ticket booking service of GZL. Yoee.com appropriated large amount of capitals from GZL under the management of former Et-china.com CEO. That is why GZL takes legal actions and sues Yoee.com to court.

Et-china.com is currently the controlling shareholder of GZL and diverges with the second largest shareholder Guangzhou Lingnan International Enterprise Group Co., Ltd. over the equity sale of GZL.

In 2006, Et-china.com boosted its stake in GZL to 52.39%. In June 2009, Kuoni Travel Group bought a 32% stake in Et-china.com and indirectly took helm of GZL.

In September 2010, Guangzhou Lingnan sued Et-china.com to a local court, accusing the defendant for violating bilateral agreement and changing the equity structure of GZL.

After being involved in lawsuits, the stock of Et-china.com suspended trading on the London Stock Exchange (LSE). Later, the company was de-listed from the capital market.

VIC:State service for former deputy premier

A state memorial service will be held for former Victorian deputy premier and leading
lawyer JIM KENNAN .. who died after a battle with cancer.

The service will be held in the Great Hall of the National Gallery of Victoria next
Friday .. August 13.

The 64-year-old was deputy premier to JOAN KIRNER from 1990 to 1992 .. served as attorney
general in premier JOHN CAIN'S government and held several ministries in Labor's term
from 1983 to 1992.

He took over as Victorian Labor leader from Ms KIRNER shortly after the election loss
but left politics in 1993.

Mr KENNAN represented Bushfires Reconstruction and Recovery head CHRISTINE NIXON at
the bushfires royal commission in April.

He's survived by his wife JANET and three adult children.

BRISBANE, Dec 25 AAP - A 12-year old boy is in a stable condition after he was impaled
by a star picket in a trail bike accident near Dalby in southwest Queensland on Christmas
morning.

The boy crashed the trail bike into a fence, dislodging a 1.8-metre star picket which
pierced the boy's body below his chest and went through his back, said RACQ Careflight
spokesman Brian Russell.

"He was riding down a gravel driveway, his bike's come out from underneath him and
they've careered through a wire fence, uplifted a star picket and the star picket has
gone straight through, just below his stomach," Mr Russell said.

The victim was treated in an ambulance at the scene, and a fire crew assisted in cutting
away protruding parts of the star picket.

He was flown on the Careflight helicopter to the Royal Children's Hospital in Brisbane.

A spokesman for the hospital said a procedure had been performed and the boy was in
a stable condition.

NSW: Ultra-light helicopter crashes, pilot seriously injured

SYDNEY, Aug 15 AAP - A pilot has been seriously injured in an ultra-light helicopter
crash on a property in northwest Sydney.

Emergency services say the crash happened in Sanctuary Drive, Windsor Downs, just after
1.30pm (AEST) on Saturday.

The crash site is on the edge of Windsor Downs nature reserve and around four kilometres
from Richmond RAAF Aerodrome.

It is not clear if the helicopter came from the airfield.

Paramedics and police were at the scene along with an ambulance helicopter.

"The aircraft was single-seat and the pilot has suffered serious injuries," a police
spokeswoman said.

The cause of the crash is unknown at this stage.

payments on holidays within the state.

Tourism Minister Jodi McKay said now was a perfect opportunity for NSW residents to
take a break, with the $900 payments rolling out on Monday and school holidays around
the corner.

"The bonus payments offer a welcome boost for many who want to take time off to relax,
recharge and reconnect with families and friends," she said in a statement on Monday.

"There has never been a better time to travel within NSW and taking a short break to
benefit individuals and families, support businesses and boost the state's economy."

She said domestic visitors spent $6.2 billion in NSW last year, supporting almost 158,000
jobs in the tourism industry.

She said Tourism NSW had put together a number of short-break holiday packages.

"The campaign includes accommodation from as low as $70 a night and this is the sort
of getaway ideal for workers and families looking to spend their cash bonus coming weeks,"

SYDNEY, Dec 1 AAP - A Sydney woman shot in the Indian terrorist attacks has returned
home from Mumbai, accompanied by her mother and a special medical team.

Katie Anstee, 24, was shot in Mumbai's Cafe Leopold on her first day in the Indian
city on November 27.

She returned to Sydney Airport on a Qantas flight, touching down at 6.05pm (AEDT) on
Monday and has been taken by ambulance to North Shore Private Hospital.

A bullet broke Ms Anstee's femur bone and exited through the front of her thigh.

Her boyfriend David Coker, 23, has flesh wounds from bullets that grazed his legs in
the terrorist attack which left at least 172 people dead including two Australians.

ADELAIDE, Dec 24 AAP - South Australian police officers are in line for a pay rise
of 16 per cent on average over two years.

Members of the state's police association have voted to accept the offer made by the government.

Association president Peter Alexander said 93 per cent of association members voted
in favour of the offer.

SA Police and the association will now seek ratification of the agreement by the Industrial
Relations Commission.

BRISBANE, April 2 AAP - Queensland and NSW beaches were closed today after fears a
tsunami generated by a Solomon Islands earthquake could threaten Australia's east coast.

A 8.1-magnitude earthquake hit near the Solomon Islands at 6.40am (AEST).

Initial fears a tsunami could hit the Queensland coast have been quelled by Bureau
of Meteorology data but lifesavers said beaches had been closed anyway as a precaution.

Surf Lifesaving Queensland regional manager Peter Roulston said beaches were closed
between Port Douglas south to Townsville for the day, as well as beaches on the Sunshine
Coast, with lifesavers asking swimmers to leave the water.

Gold Coast City Council chief lifeguard Warren Young said beaches on the Gold Coast
had been closed but would most likely reopen at midday.

"We just feel it's best to err on the side of caution in this respect," he said.

"We have had a warning and I think it's in the interest of public safety to at least
take care and err on the side of caution."

Surf Lifesaving Australia (SLSA) said there had not yet been any reports of damage
or abnormal wave activity along the Queensland coast.

Beaches in NSW also were closed as a precaution.

SLSA national lifesaving manager Ben Whibley said it was the first time such action
had been taken.

"There is a tsunami precedent, but at this stage closing the beaches is a precautionary
measure," Mr Whibley said.

Waverley Council Mayor George Newhouse said he had been advised by the NSW State Emergency
Service (SES) it would be prudent to shut the area's beaches, including iconic Bondi.

"It's far better to be safe than sorry," he said.

The SES said it wasn't expecting destruction to the coastline, but warned it could
be dangerous for swimmers and boats with changes in water levels and strong and unpredictable
currents.

"It's just a precautionary thing, we are wanting to make sure there's nobody in the
water due to those unusual changes in sea level and currents," SES spokesman Philip Campbell
said.

"We are asking people to stay away from the beach, in particular not to be in the surf."

Small boat owners in estuarine areas and out to sea have also been asked to return
to land as quickly as possible, while people near coastal lakes, rivers and harbours have
been warned to stay out of the water.

SYDNEY, Dec 1 AAP - Opposition foreign affairs spokesman Kevin Rudd has failed to make
his regular weekly TV appearance amid mounting speculation he is set to replace Kim Beazley
as federal Labor leader.

Mr Rudd, who appears on the Seven Network on Friday mornings in a debate with federal
Human Services Minister Joe Hockey, was replaced by Labor environment and heritage spokesman
Anthony Albanese.

Mr Albanese said he had been asked to stand in for Mr Rudd because "as I understand
it, he had to be in Melbourne at a particular time - 9am - and therefore he's on a plane".

"He can't be in two places at once," Mr Albanese said.

He did not reply to suggestions by Seven Sunrise presenter David Koch that Mr Rudd
was visiting Labor health spokeswoman Julia Gillard, who lives in Melbourne.

Ms Gillard has been named as a possible deputy to Mr Rudd in the event of a leadership change.

Mr Albanese said he could "guarantee" Mr Beazley would not be replaced in coming days
and would still be leader after Christmas.

"I think there's a bit of a parallel universe," Mr Albanese said.

"There's one universe where I am in Canberra where everyone's sort of doing their job.

"Kim's doing his job as leader. Kevin's doing his job holding the government to account
on the AWB scandal.

"And there's another universe where there's all this stuff is allegedly happening,
and been going to happen every day, but as you know, nothing's happened."

Mr Albanese said Mr Beazley's job was secure and no one was challenging his leadership.

"We're ahead in the polls," Mr Albanese said.

"If the election is held tomorrow, we win - 51 beats 49."

Mr Albanese said Mr Beazley was in the same situation in which Prime Minister John
Howard and other leaders had found themselves in as opposition leaders.

He said his personal popularity rating did not detract from the fact that Labor would
win an election if it were to be held tomorrow.

Mr Albanese said he had not read an internal email from Labor backbencher Jill Hall,
which raised concerns that Labor could not win an election under Mr Beazley's leadership.

"I don't read Jill Hall's emails, I've got to say," Mr Albanese said.

"In terms of Kim's position, this is in fact a bizarre world in which Labor polls 51
and the government polls 49 and somehow, we've got a problem."

Mr Beazley is reportedly digging in against a bid by unnamed Labor figures to oust
him as early as next Tuesday amid rising fears in the party that it can't win next year's
election if he remains leader.

The Australian's Newspoll has shown support for Mr Beazley stuck in the low 30s for
months and dropping to 28 per cent last weekend, while his dissatisfaction rating has
been above 50 per cent for most of this year.

NSW: Two-up turns serious with man air-lifted to hosital following dispute

SYDNEY, April 25 AAP - A man was airlifted to hospital with serious spinal injuries
after a fight over a two-up game in Sydney's west.

The 41-year-old man became involved in an altercation outside a hotel in St Mary's
about 5pm (AEST) today, NRMA CareFlight director Ian Badham said.

The man, from Copmanhurst on the NSW north coast, fell to the ground and hit his head
outside the hotel following the argument.

He injured his neck and lost feeling below his waist, Mr Badham said.

The man was taken to Mount Druitt Hospital by ambulance for initial treatment, then
airlifted to Westmead Hospital.

He was in a serious but stable condition upon arrival just after 7.30pm.

CANBERRA, Aug 23 AAP - Defence Minister Robert Hill has rejected claims the Navy has
grounded its entire helicopter fleet.

He said there had been only a "pause" in operations to look at maintenance matters.

The pause is understood to relate to a maintenance issue detected on one type of helicopter
operated by the Navy.

A defence source said the problem was not with the Sea Kings, now the focus of an ongoing
investigation into the crash on Nias Island, Indonesia, in April which killed nine Australian
Defence Force personnel.

The Navy also operates Seahawk and Seasprite helicopters and uses Squirrels for training.

"There is a pause in operations whilst various maintenance issues are looked at," Senator
Hill told reporters in Perth.

"These things happen from time to time but the helicopter fleet has not been grounded
as I've been advised at this point."

A defence spokesman earlier said the maritime commander Rear Admiral Davyd Thomas had
directed that an aviation maintenance practice review be conducted.

"There is no blanket cessation of flying. However there may be some adjustments to
operational flying programs. The review should be completed this week," the spokesman
said.

The defence investigation into the Nias Island crash has yet to be completed.

But preliminary conclusions point to a failure in the flight control system.

Feeling better about your body?That could depend on if you're a man or a woman.

For guys, a slimmer silhouette or baggier pants might be enough to inspire a "yes."

Women like harder proof that their workouts are working. They feel better when they can to lift heavier bags of groceries or do more leg presses, according to a new study.

This latest men-are-from-Mars-women-from-Venus news comes from McMaster University in Hamilton, Ontario, where researchers looked at gender differences when it comes to body image.

Researchers put 25 men and 16 women through a 12-week strength-training program. Participants were asked about their body before and after, and were also given objective tests, such as bicep curls and body fat measurements.

Body images improved for both men and women, but the reasons were different between the genders. Men tended to cite criteria like feeling thinner or stronger. That was important to women too, but they also were into numbers, such as measurements showing stronger arms and legs, according to the study being published in the journal Body Image.

Christy Greenleaf, an assistant professor of kinesiology at the University of North Texas who was not involved in the study, said she was not surprised that women were interested in gauging their gains.

"They may be less familiar with how strong they are," she said.

Intranets: Librarians, Dive In!

Intranets have become part of the working lives of librarians and other in formation professionals everywhere, as evidenced in January ONLINE'S special intranet issue. An important conclusion drawn from that issue plants intranets firmly in the "next big thing" category, representing a "new frontier" for information professionals. By now, that frontier has been settled, largely by info pros at the forefront of their professions. But as everyone knows, exploring and then setting up shop in a new territory requires an ongoing commitment to new developments-in this case, technology, knowledge management, and the level of involvement for librarians.

To assist in this area, we'd like to welcome Darlene Fichter, who, in this new column, will pick up where January ONLINE left off In each issue, she'll include practical coverage of the librarian's role in intranet development and maintenance-whether it's hands on with software, hardware, and content management, or on a team or committee level where the librarian works with colleagues from different departments within the organization. Involvement of the librarian in intranets is varied, but integral, and engenders departmental and individual promotion through experience. So turn here each issue for new developments, clues, and assistance in managing your organization's intranet.

Intranets have been described as "mini-Internets," rich information oceans where information is gathered, selected, organized, and used by staff at all levels of the organization. While it is true that intranets are about information, they are also about communication and collaboration. The power of intranets is in applying these functions to an organization's internal business processes to increase productivity.

Intranets present an exciting opportunity for librarians, a place to apply our skills and "how-to" knowledge. In addition, intranets have the potential to profoundly change corporate cultures. They support and encourage a trend towards self-sufficiency in research. They flatten hierarchies by providing open access to information and facilitate the formation of cross-divisional teams that can rethink and re-engineer internal business processes. These changes can be good news for librarians because information needs to be gathered together and organized appropriately for particular audiences to make the best use of it. Who better than a librarian to do this?

Intranets can be found in all types of organizations, from Fortune 500 companies to small research centers to academic libraries. Although academic librarians paved the way with Internet use in libraries, special librarians have moved more quickly into the intranet realm. Intranets provide an unprecedented opportunity for establishing the library's presence on every desktop in the corporation and providing time-sensitive and audience-specific content. Academic librarians started by developing Internet sites and added some extranet services restricted to their faculty, students, and researchers. Many are looking at or experimenting with intranet sites to support the day to day work of the libraries, including sharing reports and minutes, policies and procedures, human resource forms, etc. Some libraries have also added interactive discussion forums, collaborative workspaces for teams, election wizards for academic committees, and special news areas.

Just as each intranet is unique, so are the roles played in it by each librarian. Some librarians are in charge of the corporate intranet, while others serve on steering committees. In many companies, the library has a major site on the corporate intranet, a site that is developed and maintained by librarians. Sometimes intranets are well underway when the library's help is sought, and when intranets implode under their own size and weight, project managers call upon librarians to bring order to chaos and to help intranet users find what they need quickly and accurately Many libraries have set up their own internal intranets to help library staff collaborate and share information. Intranets can help to create virtual teams between remote locations and varying time zones.

Of course, newer isn't always better, and having lots of room to innovate also means having lots of room for mistakes. Change can be overwhelming, and some of you, I imagine, would like to pull your heads back into your shells and hope that this intranet thing will fade away. Please, don't do that! Stick your neck out. Get your feet wet.

This column will focus on the challenges and opportunities we face when dealing with the organization's intranet, and will offer practical advice for intranet content managers. As librarians, we have many skills that can be adapted and applied to this new environment. We can offer our expertise with information, needs assessment, usability of information, and our skills in gathering, selecting, organizing, and managing content. Depending on our role within the intranet project, we may need some new skills as well, and can look forward to learning about such things as the authoring process, version control, workflow, user interface design, communications, virtual teams, intranet-specific software, and other tools that will help us to stay afloat.

Specifically, future columns will discuss intranet architecture, politics, dos and don'ts, metadata, building a portal, integrating external content, usability testing, evaluation, training, and promotion. We'll also look into a few intranet myths, including:

* intranets are cheap to build and maintain

* intranets are only for big corporations, and

* intranets are just Web sites

Federal electoral watchdog, political parties already looking beyond key Mexico state election on July 3.

The all-important gubernatorial election in Mexico state is just days away, but attention has already turned to the presidential and congressional elections scheduled for July 2012. In what is considered an important step to ensure fairness in next year's races, the federal electoral watchdog (Instituto Federal Electoral, IFE) issued a controversial set of rules governing radio and television spots. The new measure, intended to promote a more fair debate among the various candidates, reduces the time by which media outlets are required to air an advertisement after it is turned in by a political campaign. The IFE is also looking to increase voting by expatriates in the 2012 election, particularly those residing in the US, by launching a big campaign to encourage participation. This includes streamlining the mail-balloting process and providing postage-free envelopes.

Political parties are also looking ahead to the 2012 elections, with the two top contenders to head a center-left coalition, Andres Manuel Lopez Obrador and Marcelo Ebrard, agreeing that the candidate who is in the better position in the polls obtain the nomination. The center-left coalition, led by the Partido de la Revolucion Democratica (PRD), has been deeply divided, and the agreement is an effort to unite factions ahead of the elections.

The Partido Revolucionario Institucional (PRI) appears to be consolidating support behind outgoing Mexico state Gov. Enrique Pena Nieto, whose fortunes could receive a boost from the upcoming Mexico state election. If polls are any indication of the final result, PRI candidate Eruviel Avila is expected to win the election easily over rivals Alejandro Encinas of the center-left Coalicion Unidos Podemos Mas and Luis Felipe Bravo Mena of the conservative Partido Accion Nacional (PAN).

Campaign launched to boost expatriate vote

The IFE's decision to facilitate the vote for Mexican expatriates in the US and elsewhere was met with strong approval from all parties. During the past several months, the institute has issued various guidelines to make it easier for Mexican citizens to vote in the 2012 federal election. One directive, announced in April, stipulates that voters could post their ballot as early as 75 days before the election, scheduled for July 1, 2012.

To participate in the election, voters must register via a special Web site created by the IFE, http://www.votoextranjero.mx/. The site also contains instructions and answers questions for expatriates seeking to participate in the election. Voters whose registration is confirmed will receive a ballot in the mail between April 16 and May 20. To encourage participation, the IFE will provide postage-free envelopes.

IFE officials said they are making every effort to ensure that as many eligible voters as possible participate in the elections. As part of this effort, the IFE dispatched Benito Nacif Hernandez, president of a special commission to foster relations with expatriate voters (Comision del Voto de los Mexicanos Residentes en el Extranjero), to present the voting plan to various immigrant associations in the US. The IFE will be working closely with Arturo Sarukhan, Mexico's ambassador to the US, to help boost the vote.

In the 2006 election, the IFE sent out almost 41,000 ballots to expatriates. Slightly more than 33,000 were returned to the institute, a figure that officials described as disappointing SourceMex, Jan. 25, 2006. The number of total votes cast is slightly higher than the number of Mexicans estimated to reside in New York City, said the IFE.

Nacif Hernandez said the IFE is working with the Universidad Nacional Autonoma de Mexico (UNAM) to develop other options to facilitate the vote, including greater use of the Internet. "We have been in contact with the UNAM, and the university is taking a great interest in the project," said the IFE council member.

New guidelines on broadcast spots cause controversy

The promotion of voting overseas is not as controversial as other initiatives recently enacted by the IFE ahead of the 2012 election. In late June, the IFE's governing council approved changes to the media-access regulations (Reglamento de Acceso a Radio y Television). The changes, approved by a 4-2 vote, reduce the timeline by which media outlets must air a political advertisement after receiving it from a political campaign.

On the surface, the move to expedite the airing of commercials to four days, compared with 10 days previously, does not appear to be a big deal. The IFE argues, however, that the fast turnaround on political spots allows candidates who have been attacked unfairly to present a quick rebuttal. IFE president Leonardo Valdes Zurita said the changes seek to encourage greater equity among presidential candidates and promote campaigns that are much more dynamic and offer greater contrasts.

Anticipating strong criticism, the IFE was compelled to issue a statement pointing out that councilors studied and debated the changes for several months to ensure that they were compatible with the Constitution and electoral laws.

Many others see the matter in a different light. The Camara Nacional de la Industria de Radio y Television (CIRT), the Confederacion Patronal de la Republica Mexicana (COPARMEX), and several columnists have criticized the measure as more of a hindrance than a benefit to the electoral process.

The CIRT--which projected before the changes that 33 million spots would be run by candidates and parties during the 2012 presidential election--argues that the new regulation will make campaign advertisements unmanageable. Francisco Borrego, a spokesperson for CIRT's management council, said Mexico's radio and television outlets lack the proper infrastructure to deal with the flood of political ads that will result from the changes.

"What the IFE wants to achieve is that, if any communications medium publishes or broadcasts a note that portrays a candidate or party in a negative light, then electoral law requires that the offended party be given a similar space...so that such party is given a right of rebuttal," wrote columnist Yuriria Sierra in the Mexico City daily newspaper Excelsior.

But Sierra also noted sarcastically that the change would increase exponentially the overexposure that the public has to the candidates.

Borrego said the CIRT has filed a motion with the electoral court (Tribunal Electoral del Poder Judicial de la Federacion, TEPJF) in an effort to overturn the IFE ruling.

Others see a more fundamental problem in the manner in which the IFE attempted to comply with a constitutional provision that requires that citizens have fair access to the media. Jose Contreras, a columnist with the Mexico City daily newspaper La Cronica de Hoy, said the IFE is attempting to make changes by decree rather than allowing the legislative branch to amend the proper laws governing fair access to the media. "With its stubborn move to implement these new regulations, the IFE ... is promoting a polarization and a poisoning of the environment just three months before the official launch of the 2012 campaign," said Contreras.

Some business organizations offered similar thoughts. "We Mexicans do not want the communications media saturated with rebuttals, a limitation that is going to make true public debate impossible," said COPARMEX president Gerardo Gutierrez Candiani.

Gutierrez Candiani said the IFE has become more of political instrument for the parties rather than an agency to serve the citizens. "We also don't want an IFE that answers to the whims of the parties and neglects its vital role of representing the citizens," said the COPARMEX official.

Is Mexico state election a weathervane for 2012?

If the new regulations are allowed to stand, one trend that could develop during the campaign is a barrage of negative advertisements against the PRI. While it's still very early, the general consensus is that Pena Nieto will get the PRI nomination, even though Sen. Manlio Fabio Beltrones remains in the picture. And many public-opinion polls indicate that Pena Nieto would easily beat the possible candidates for the PRD-led center-left coalition and the PAN if the election were held today.

The center-left candidates, Lopez Obrador and Ebrard, have taken steps to ensure that the coalition that they represent, which also includes the Partido del Trabajo (PT) and the Partido Convergencia por la Democracia (PCD), is not divided at the time of the elections. The two candidates, who have agreed to hold two debates, reached an accord in late June by which the one who appears to have the greatest acceptance from members of the three center-left parties in September or October of this year would get the nomination.

Ebrard has said that, even though he and Lopez Obrador agree on a lot of issues, he has greater acceptance among independents and could also attract crossover votes from other parties SourceMex, May 4, 2011. Lopez Obrador, who very narrowly lost the 2006 election to Calderon, believes that his populist style offers the best path to attract large number of votes to the center-left coalition.

Pena Nieto's fortunes rest partly on Sunday's election in Mexico state. The result is important because a victory by a member of his party in his home state would signal that the outgoing governor remains popular. Another important factor is that Mexico state is home to about 13% of all registered voters in Mexico.

A number of public-opinion polls indicate that support has been increasing steadily for PRI candidate Avila. In a public-opinion poll by the Mexico City daily newspaper El Universal on June 17-19, 59% of the voters surveyed intended to vote for the PRI candidate compared with 27% for Encinas of the center-left coalition and 14% for Bravo Mena of the PAN.

The PAN and the PRD had talked about forming a coalition and even sponsored a plebiscite among state voters to determine if the alliance should go forward SourceMex, Jan. 12, 2011 and Feb. 9, 2011. But the plan unraveled, partly because the two parties could not agree on a common candidate SourceMex, March 30, 2011. Even so, it appears unlikely that a unity candidate could have beaten the PRI.

"The sum of the votes for [Encinas and Bravo Mena] would total 41%, which would be insufficient to surpass the 59% received by Avila," said El Universal.

Some political observers suggested that the center-left coalition is already prepared to challenge the election on a technicality. "The PRD has already asked the TEPJF to cancel Avila's registration for supposedly breaking electoral rules by holding rallies before the official start of the campaign," columnist Leo Zuckermann wrote in Excelsior..

In a decision handed down just days before the election, the TEPJF ruled that there is some evidence that Avila might have bent the rules but that any violations "had only a minor impact on the possible voters in Mexico state."

Zuckermann wondered how the PAN would react if the center-left coalition decided to challenge the results. "Will the PAN join the left to repudiate a likely PRI victory? If so, will Mexico state become a test case for the upcoming presidential elections in 2012?"

Baca Valley will deploy ADSL2+ technology in its network across the B6 ESAN to deliver high-speed broadband services to 373 households and businesses in Union and Colfax counties. Researchers from University of Memphis Describe Findings in Higher Education.(Report)

According to a study from Memphis, United States, "Faculty and staff are participating in blogs and online discussions in greater numbers, but this involvement is poorly understood."

"This study used content analysis to evaluate 40 online discussions hosted on The Chronicle of Higher Education website. The majority (n = 22) of discussions had as their main topics the personal and professional lives of faculty, 80% (n = 32) of the discussions did not last for more than one month, and 15% (n = 6) of the discussions experienced hijacking," wrote K.A. Meyer and colleagues, University of Memphis.

The researchers concluded: "Fifteen of the discussions (37.5%) had evidence of the "online disinhibition effect," with negative comments about authors, mild comments about other posters, and personal and rude comments about others in the discussion."

Meyer and colleagues published the results of their research in Internet and Higher Education (Academics online: Their interests and foibles. Internet and Higher Education, 2011;14(2 Sp. Iss.):113-120).

NIJHOLT IS LOGGED ON FOR DUTCH DELIGHT.(Sport)

IF the residents of a smart Dutch suburb are startled by raucous cheering on Saturday afternoon they should not be alarmed -- it's just the nearby Motherwell supporters club letting fly with their emotions.

Crowded round the computer to tune into the Scottish Cup Final via the wonder of the internet, Luc Nijholt and son Gianluca will hope to raise the roof of their Utrecht home.

Nijholt was nicknamed 'The Terminator' during his days at Fir Park, famed for his tough tackling and committed attitude that culminated in that glorious Hampden afternoon 10 years ago.

The Dutchman may have travelled all over the world as his career as a coach developed, but part of him never left Lanarkshire and those glory days at Motherwell.

For the benefit of Sportsmail yesterday, he relived those halcyon days, describing them as the best of his life -- yet, ultimately, also some of his saddest.

His last visit to Scotland, in May 2008, was to play in the Phil O'Donnell tribute game at Celtic Park alongside his former Fir Park team-mates. 'Phil named his kid, Luc, after me and that is something I am now very proud of,' said Nijholt. 'We were all part of a special team that won the Scottish Cup for Motherwell, which does not happen often, but it was special off the pitch, too, because we had a great spirit and the players were always going out for meals with our wives and girlfriends.

'It is good that this cup final is between Motherwell and Celtic because that is what you think of when you mention Phil O'Donnell. The last time I saw my old team was at that tribute match in 2008, which was nice, but the occasion was all about helping Phil's wife, Eileen, and their kids.

'It was a very difficult day, very emotional. Even now I still cannot believe he died. He was the young guy in our team in 1991. It was nice to play in front of 60,000 people at Celtic. A few of the waistlines were thicker -- not mine, I still play -- but it was great to see those lads again. We had a team celebration in 2002 and played a friendly at Fir Park, but the day at Celtic Park is something we will remember. 'Being at Motherwell was the best part of my life. Not just because we won the Scottish Cup, but because of the people you meet. My family loved it and it was a pity we had to leave.' Nijholt acknowledges that Motherwell will be underdogs for Saturday's final but believes they should simply look to the 1991 heroes' remarkable semi-final performance when Tommy McLean's team shocked Celtic by winning 4-2 in a replay.

'If anything, that was an even greater result than the final against Dundee United,' added Nijholt. 'We had drawn 0-0 in the semi and no one thought we had a chance in the replay. I remember Tommy McLean going mad at us at half-time and we won 4-2, with Colin O'Neill scoring that great goal -- in fact, I think he is still celebrating.

'In a cup final, any team can win. Of course, Motherwell have a chance against Celtic. You have to believe in yourselves. That is what we did. I know Motherwell beat Celtic in the league this season, so that shows it is possible.' Nijholt will be unable to travel to Glasgow on Saturday, but he and Gianluca -- who plays for FC Utrecht -- will be watching online.

'It's hard to get Scottish games on satellite in Holland, so we will probably have to watch it on the internet,' explained the 49-year-old.

'Gianluca spent the first three years of his life in Scotland and will be a Motherwell fan for the day.'

USUALLY call centre workers are told not to deviate from the script. But when you've got the cream of Hollywood manning the phones, you can afford a little ad-libbing.

More than 100 A-list stars including Robert De Niro, Julia Roberts, Colin Farrell, Leonardo DiCaprio, Brad Pitt, Cameron Diaz and Jack Nicholson took calls during a major fundraising telethon organised by George Clooney on Friday night.

The celebrities helped raise more than [pounds sterling]23m in the two-hour Hope For Haiti Now appeal, broadcast on all the major American TV networks and on the internet. But some of those who called were so overawed that they forgot to make donations.'I just rang up and Julia Roberts answered! Then I screamed and put the phone down,' one overexcited viewer admitted online.

The evening featured performances by rock and pop stars, while actors told stories of survival, courage and tragedy surrounding the January 12 earthquake which killed more than 100,000 people.

Boxing legend Muhammad Ali, who is suffering from Parkinson's disease, made a rare public appearance, while actor Brad Pitt made his appeal sporting a long, pointy beard, as his exgirlfriend Jennifer Aniston fielded enquiries behind him. U2 frontman Bono joined Rihanna, Coldplay's Chris Martin, rapper Jay-Z and his partner Beyonce in London, while Sting sang in New York, where Madonna also performed.

Clooney, who is renowned for having the best contact book in Hollywood, said the event featured 'the biggest bank of faces that you recognise answering the phones'.

The celebrity call centre also featured Sigourney Weaver, Ringo Starr, Mel Gibson, Cindy Crawford and Robin Williams.

Clooney told viewers: 'The Haitian people need our help. They need to know that they are not alone. They need to know that we still care.' The event ended with a song from the Haitian-born musician and former frontman with hip-hop act The Fugees, Wyclef Jean.

With a Haitian flag wrapped around his neck, he shouted: 'Enough of this moping man, let's rebuild Haiti, let's show 'em how we do it where we come from!'

On-Line Upgrade Service Debuts on Anti-Virus Software; McAfee Expects Increased Sales, Lower Distribution Costs With Do-It-All Digital Delivery System From CDi, Inc.

ISSAQUAH, Wash.--(BUSINESS WIRE)--Jan. 16, 1996--An innovative new service that makes it possible for end-users to order, pay for and receive software upgrades on-line is making its maiden run on anti-virus software from McAfee Associates, Inc.

Each copy of McAfee's new Scan95 anti-virus software, an OEM product bundled on thousands of computers and peripherals, comes loaded with an on-line upgrade program from CDi, Inc., called Self Serve Software. Users access the program through a menu option labeled "Update Scan95" where they can select either a one-time $10 upgrade or one- or two-year upgrade subscriptions for $40 and $60, respectively.

The 32-bit service then intuitively senses the most direct route to Self Serve Software's client server, either via modem, Internet or the user's network's connectivity path, and sends the order and encrypted credit card information to the server for processing and approval. The server fulfills the order electronically, transmitting the upgrade with a registration key that is valid only on the customer's PC. Security is ensured through a proprietary "secret key" locking and unlocking system, the use of a private T1 phone line for credit card authorization and a variety of other mechanisms.

MORE SALES AT LOWER COST

"Traditionally, users who wanted to upgrade our software had to call our 800 number to do it, and only about 10 percent went to the trouble of registering," said Alex Sill, McAfee's director of OEM sales. "With this service, we expect that percentage to rise significantly, simply because customers will be able to upgrade without even taking their eyes off their computer screens. And it will cut our costs because we'll have fewer calls to handle and virtually no packaging or delivery expenses."

The system even cuts costs for customers with no connectivity capabilities who order by conventional methods because the order goes to a fulfillment house instead of to McAfee's order takers.

In addition, McAfee views the service as an opportunity to increase sales of other company products. Other items from McAfee's product line will be added to the Scan95 on-line upgrade catalog this spring, as well as the option of ordering manuals and upgrade diskettes.

PAY AS YOU GO

For software vendors, another advantage of CDi's service is a pay-as-you-go feature that requires the software company to pay a service charge only at the time of purchase by the end user. The charge varies with each customer but averages 10 percent of the gross transaction. CDi keeps a separate bank account for each vendor, deposits customer payments into each account minus the service charge and then provides the vendor with all registration data and consumer information for customer support needs.

"We don't have to pay unless we're making money, and this is money we probably wouldn't be collecting otherwise," Sill noted. "The secret is to make it easy for the user to buy, and this is a cutting-edge method of simplifying the process that we believe will spread to the whole industry."

BEYOND UPGRADES

In addition to the upgrade services being used by McAfee, CDi's Self Serve Software service can be used for a wide variety of other applications.

The program offers the first practical system for software rental, for example, permitting users either to test software packages or to use them for short-term projects without making large capital investments. CDi's service can also eliminate piracy and turn potential pirates into customers. Both these benefits are possible because the service locks the paid software to a specific computer as identified by the unique GUID electronic serial number embedded in every 32-bit operating system. If the software is copied to an unauthorized computer, the Self Serve Software server will foil the interloper by time-bombing the program or releasing it in a crippled mode predefined by the software vendor.

Industry estimates suggest that this kind of distribution model will provide registration revenues four to seven times higher than traditional shareware registration rates.

ON THE CUTTING EDGE

"What we are offering is value-added electronic commerce that can do everything from registering, renting and selling software to downloading a demo from the World Wide Web," said CDi President Gerry Bakker.
